Power supply takes the AC power from the wall and converts it to required voltage before consumed by computer components. You will have to think about the noise before buying. A fan is provided inside the PSU to keep it cool to avoid overheating. As the temperature of the PSU increases, the fan tend to run faster which in turn produces noise.
If noise is a concern, then buy a PSU with big fan. This displaces more air and reduces the fan speed thus the noise.
